目标：
通过对环保问题的学习，了解当地目前污染的程度和主要环境问题，加深对保护环境和强化环境危机的认识，提高学生对环境及环境问题的敏感和兴趣，培养学生关心环境和社会的良好品质，为学生提供亲身调查收集资料的机会。同时也提高了学生发现问题、分析问题、解决问题的能力。教育学生对环境应从我做起，从小事做起，养成习惯，积极参与到环保、实施“可持续发展战略”的行动之中。
我国目前生态问题和环境污染的现状
虽然我国政府提出了“经济、社会和环境保护协调发展”的战略，加大环境保护力度，但由于各种各样的原因，我国的环境形势仍然相当严峻。主要表现如下：
(一)、大气污染
1.污染现状
据《中国环境状况公报》显示，1997年，我国城市空气质量仍处在较重的污染水平，北方城市重于南方城市(见图3-1)。二氧化硫年均值浓度在3～248微克/米3范围之间，全国年均值为66微克/米3。一半以上的北方城市和三分之一强的南方城市年均值超过国家二级标准(60微克/米3)。北方城市年均值为72微克/米3;南方城市年均值为60微克/米3。以宜宾、贵阳、重庆为代表的西南高硫煤地区的城市和北方能源消耗量大的山西、山东、河北、辽宁、内蒙古及河南、陕西部分地区的城市二氧化硫污染较为严重。
2.污染来源
能源使用。随着我国经济的快速增长以及人民生活水平的提高，能源需求量不断上升。
我国二氧化硫排放量呈急剧增长之势。这是导致西南地区酸雨污染历时最久、危害最大的主要原因。
机动车尾气。近几年来，我国主要大城市机动车的数量大幅度增长，机动车尾气已成为城市大气污染的一个重要来源。
此外，汽车排放的铅也是城市大气中重要的污染物。
(二)、水污染
1.污染现状
据《中国环境状况公报》和水利部门报告显示， 1997年，我国七大水系、湖泊、水库、部分地区地下水受到不同程度的污染，河流污染比重与1996年相比，枯水期污染河长增加了6.3个百分点，丰水期增加了5.5个百分点，在所评价的5万多公里河段中，受污染的河道占42%，其中污染极为严重的河道占12%。
全国七大水系的水质继续恶化。监测的67.7%的河段为Ⅲ类和优于Ⅲ类水质，无超Ⅴ 类水质的河段。
黄河面临污染和断流的双重压力。监测的66.7%的河段为Ⅳ类水质。主要污染指标为氨氮、挥发酚、高锰酸盐指数和生化需氧量。
珠江干流污染较轻。监测的62.5%的河段为Ⅲ类和优于Ⅲ类水质，29.2%的河段为Ⅳ类水质，其余河段为Ⅴ类和超Ⅴ类水质，主要污染指标为氨氮、高锰酸盐指数和总汞。
淮河于流水质有所好转，尤其是往年高污染河段的状况改善明显。干流水质以Ⅲ、Ⅳ类为主，支流污染仍然严重，主要污染指标为非离于氨和高猛酸盐指数。
海滦河水系污染严重，总体水质较差。监测的50%的河段为Ⅴ类和超Ⅴ类水质。主要污染指标为高锰酸盐指数、氨氮和生化需氧量。
2.污染来源
工业废水。工业水污染主要来自造纸业、冶金工业、化学工业以及采矿业等等。
城市生活污水。尽管工业废水的排放量在过去的十年期间逐年下降，而生活污水的总量却在增加。
(三)、固体废弃物污染
1.污染现状
1997年，全国工业固体废弃物产生量为10.6亿吨，其中乡镇企业固体废弃物产生量4.O亿吨，占总产生量的37.7%，危险废物产生量1077万吨，约占1.0%。1996年工业固体废弃物排放量1690万吨，其中危险废物排放量占1.3%。全国工业固体废弃物的累计堆存量已达65亿吨，占地51680公顷，其中危险废物约占5%。目前城市生活垃圾产生量约14亿吨，全国有2/3的城市陷入垃圾包围之中。近年来，塑料包装物用量迅速增加，“白色污染”问题突出。
2.污染来源
工业固体废弃物。城市生活垃圾。
(四)、噪声污染
1.污染现状
据《中国环境状况公报》显示，1997年，我国多数城市噪声处于中等污染水平，其中，生活噪声影响范围大并呈扩大趋势。交通噪声对环境冲击最强。
全国道路交通噪声等效声级分布在67.3～77.8分贝之间，全国平均值为71分贝(长度加权)。在监测的49个城市道路中，声级超过70分贝的占监测总长度的54.9%。
城市区域环境噪声等效声级分布在53.5～65.8分贝之间，全国平均值为56.5分贝(面积加权)。在统计的43个城市中，声级超过55分贝的有33个，其中，大同、开封、兰州三市的等效声级超过60分贝，污染较重。
环境污染原因及治理不善的现状
1.能源消耗量大，能源消费的超常规增长，是环境污染治理不善的深层次原因。
“十五”期间,高能耗、高物耗、高污染的火电、钢铁、建材、有色等行业出现过热发展的态势，年平均增长率都在15%以上，能源需求弹性系数实际达到1.6，是规划预测的4倍。统计数据表明，2005年全国能源消费量达到22.2亿吨标准煤，比2000年增长了55.2%。全国二氧化硫排放总量为2549万吨，超过总量控制目标749万吨，比2000年增加了约27%。污染行业排污总量没有得到有效控制，污染治理进程相对缓慢。同时，许多老企业年久失修，设备陈旧、技术落后、管理不善，污染防治设施存在问题，污染种类日趋复杂，如放射源的丢失与失控、危险废物的随意堆存、危险化学品管护不严、运输不当等等，都有可能引发环境事故。
2.环境治理市场化发育程度太低，治污与经济运营未形成良性互动的市场机制
目前，我国绝大部分环境基础设施的建设与运行维护都由政府财政预算负担。随着环境治理力度加大，地方政府已越来越难以支撑环境基础设施建设的迅速扩大。环境基础设施企业化经营、使用者收费政策、排污交易政策还没有畅行。而美国早已通过市场机制成功地解决了工业排污的治理问题。现行的价格体系也存在着扭曲现象，资源、能源的价格影响了其有效利用和合理配置，表现在一些环境资源的低价甚至无偿使用，排污计量征费、排污市场价格没有反映社会成本。市场机制被行政权力“僭越”，未能让市场有效地起配制自然资源、环境资源的作用。资源更新补偿机制和生态环境补偿机制还未落到实处，未进入市场进行有效的循环运行。
3.环保制度不健全，环保法律法规严肃性不强。
环境保护法规不健全、操作性不强的问题没有得到根本改变，法规制定和修订的进程缓慢;由全国人大制定的有关环保法律和国务院及其和环保有关的部门施行的法规、规章都一定程度上表现为时间的滞后性，往往先有普遍性严重性污染问题，才再引起立法。比如，江河湖海的水污染早在改革开放初的经济大起步的时候就出现，而直到现在的2007年 8月26日，水污染防治法修订草案才首次提请全国人大常委会审议，草案才强化行政处罚和违法排污者的治理责任，才强化违法排污者的民事责任和刑事责任;环境违法处罚力度也不够，执法不严现象较为突出。对环境严重违法犯罪的企事业及其法人代表的刑法惩治似乎还没在各级政府和司法机关的议事日程中。基本上，很少听说有哪个董事长、总经理因环境问题而锒铛入狱。
4.地方政府对环境保护的重视远远不够，科学发展观、构建和谐社会未能得到有效贯彻落实。
在以GDP为中心的干部考核体制下，一些地方政府片面追求GDP的增长，甚至以牺牲环境和群众健康为代价，违法违规审批、建立污染环境、破坏生态的建设项目，造成一些地区的生态环境边治理、边破坏，治理赶不上破坏，导致环境质量恶化。严重背离了生态建设、环境保护是政府应该履行的基本职责;还有一些地方根本不充分重视环境治理设施和环境保护基础设施的建设，认为那些只不过是不易看见、摸着，且和政绩联系不大的“软”指标;甚至一些财政困难的地方政府就在依靠排污罚款“过日子”。
5.各级环境部门在各级政府内的地位与“保护环境是我国的基本国策”这一定位极不相称。
我国政府的各级环境部门在政府的各部委办局中，其地位明显不高，重要程度远未为人们所认识，机构负责人的影响力不足挂齿，其权威在政府内、在社会中几乎无足轻重。国家环境保护总局也基本不具备以前的国务院环境保护委员会的综合协调功能，没有统一监管机构的权威。地方环保厅局的地位、影响、权威更是如此，他们经常被企业、部门、当地政府视做阻碍经济发展的环保“警察”。当一家企业由于不服从环保命令而受到制裁威胁时，当地政府或政府经济部门会干预限制环保部门的行为，如果企业的经理在党委、人大、政府占据某一职位时，这种趋势尤为突出。

金山银山不如绿水青山，这句朗朗上口、浅显易懂的口号，深入浅出的给世人阐明了绿色发展观的理念。
习大大、克强总理对此作过多次重要的指示和批示，要求加大环境治理力度。应该说，在党中央、国务院高度重视，各部门、各地区共同努力下，取得了一些成果，大气污染防治取得了一些明显的成效。但是我们必须看到，目前虽然有成效，但是这个成效距离我们老百姓对青山碧水、蓝天白云的期望，仍有不小的差距。
近年来，在政策层面上，中国官员考核成绩中有关环境、能源资源的权重首次远超GDP!这也意味着1979年以来GDP至上的发展模式将出现导向性改变。经济增速区间在调整，绿色GDP成色更为重要。这是中国发展方式的重大变化，体现在让人民群众在生态环境改善上有更多获得感的取向。
以前解决的是生存问题，现在需要解决的是生活质量问题。问题不同，矛盾不同。考核不可能是全能王。但是我坚信，在党中央的关心下，在全国各族人民的认真努力下，改变是必然的结果!
尤其最近特朗普悍然宣布美国退出巴黎协定，在国际上树立了无赖国家的丑陋形象;我们作为负责任的大国，不光光是给我们的子孙留下青山绿水，更是在国际中彰显我们的榜样作用,在国际上树立了中国人言必信、行必果的光辉形象。结合“一带一路”的大政方针，我们能够更好的掌握国际主流话语权，创造并熟练应用以我为主制定的新型大国游戏规则，为实现中华民族的伟大复兴的中国梦更上一层楼。

半世纪之前，蕾切尔·卡逊所著的《寂静的春天》的出版，推动了环境问题进入美国国家议程，引起了人们对于环境问题的关注，然而半世纪后的今天，包括美国在内的众多国家依然遭受着环境问题所带来的负面影响。可见，为了经济发展而作出的“牺牲长远福祉以获得短期利益”的做法是不可取的。经济发展是一方面，公共健康也是一方面，我们需要在这两种利益之间找到平衡，人类与自然也应和谐相处!

人类生存繁衍的历史，也正是人类与大自然相互作用、共同发展的历史。然而自工业革命开始，人类对环境的破坏速度就逐渐赶上并甚至逐步超越了自然界的净化速度。如今，到了21世纪，生态危机已然发展到无可阻挡的地步，环境问题亟待解决。金山银山固好，但失去了我们赖以生存的自然家园，一切便都是空谈。而从我们哲学专业的研究角度来看，重新审视人与自然的关系，建立关于生态环境问题的世界观和价值观，并以此指导和规范人类的行为，对于探讨人与自然的和谐发展的实现途径具有重要意义。
(四)
绿水青山就是金山银山，我国在促进经济快速稳定发展的过程中，一定要注意环境保护。环境是我们赖以生存的基础，这要求我们要坚持可持续的发展理念，尊重自然、保护自然、顺应自然。在习近平总书记的带领下，我国环境保护有一定的起色，但是人们依然在受环境污染，比如秋冬春的雾霾、水污染、空气污染、土壤污染的毒害。中国环境保护和治理的道路仍然任重而道远，这需要政府和人民的共同努力。
(五)
梭罗在《瓦尔登湖》里曾提到，种豆子势必侵占了狗尾巴草的领土，而这样的牺牲利于人类，不利于以狗尾巴草为食的动物。以人类的发展为第一要义的傲慢，逐步从历史的舞台隐退，但作为全球最大的发展中国家，我们仍不能忽视贫困地区食不果腹的同胞，发展才是硬道理，这句话不会过时，只是需要添上两个字，科学发展才是硬道理!工业革命以来，每个社会的发展都伴随着对环境的牺牲，这样的代价虽然令人心痛，但人们还是接受了，因为只有发展，才能继续生存!诚然，中国在粗犷现代化进程中尝到了苦果，所幸的是，我们已经意识到牺牲环境代价的惨痛，我们正走向精细化、科学化的发展模式。中国自古就有不可竭泽而渔的智慧，在今日，更是将科学发展观写入党章，展现出华夏民族新时代的智慧，破坏环境并不是科技的进步和经济的发展的必要条件，我相信金山银山和绿水青山会双生共存!
